The mission of the Safe Start Partnership Center is to prevent and reduce the impact of violence on young children and their families by enhancing and integrating the supports and services offered by community providers, agencies and institutions; and by creating a community culture of keeping children valued, cared for and safe. The program serves children age 0-6 and their families who have witnessed or experienced violence in the home or elsewhere. The program's primary service goals are to maintain, or further decrease, adult levels of reported stress from case closure to three months after case closure; to have adults obtain at least one referred service; to meet an identified need during program participation; and to continue community outreach and education. The program is a collaborative effort of Help A Child, CASA, The Haven of RCS, 2-1-1 Tampa Bay Cares, and the Pinellas County Health Department. It provides a central access point for information and services for families exposed to violence. Services include screening and identification, consultation, information and referral, clinical family assessment, client follow-up, presentations and training. All services are provided county-wide at the various partner agencies' program sites, with the exception of the clinical assessment, which is provided in participant homes or at the Help A Child offices in Pinellas Park. The annual capacity for the clinical assessment component is 252 primary youth and 126 primary adults. The average length of service for the clinical assessment component is 3 months.
