The mission of the Total Family Strategy program (TFS) is to support, strengthen and empower young families to actively utilize natural and community-based support systems, thereby preventing the need for future involvement with publicly funded, punitive, stigmatic social programs. The target population is twofold due to the emergence of a TFS program component called Comprehensive Family Services (CFS). The regular TFS program serves at risk families who have young children and who meet eligibility via the program's risk factor checklist. The CFS program component targets low income families who are on Coordinated Child Care’s (CCC) waiting list for subsidized childcare. The goals of the program are to increase community involvement; to complete at least two family strengthening goals; to maintain the gains made in family functioning; and to place pre-school-age children into high quality childcare settings. The program activities include in-home individual and family counseling, in-home goal planning, solution-based therapy, family support, resource referral, family assessment, child developmental assessment, immediate access to quality childcare and an intensive community involvement program.
